The West decides to intervene to combat Boko Haram and rescue the kidnapped schoolgirls as the U.S. doubts the Nigerian Army’s ability to mount a successful counterterrorism operation and France fears that the Islamist militant group is posing a threat beyond Nigeria’s borders.
